Yes, it looks familiar, because I receive several variations of this, all in the same standard format but with different particulars, on the first of each and every month, for various email lists that I have subscribed to, that use Mailman, the GNU Mailing List Manager http://www.gnu.org/software/mailman/ to manage their lists. If you happened to subscribe to an e-list recently, this might be legit.
