That sounds very similar to the original design of fishtwits.com (and I submitted Twitter::TagGrep to CPAN, which handles the filtering by hashtag part in Perl), although we eventually decided not to worry about hashtags and just filter on any occurence of the words of interest, tagged or not.
I haven't put it into widget form and I did it in Perl rather than PHP, but feel free to contact me if you think I might be able to help with what you're doing.
