kevin Schwenkler :

Can you do this and tells if it fixes your issue? :

1. type this on a terminal : sudo cp /etc/environment /etc/environment.bak
2. type this on a terminal : sudo nano /etc/environment
3. Remove the line that starts with "LANGUAGE="
4. Type CTRL + X to quit and Y to save
5. Reboot your computer and see if the problem is solved.

At anytime, if you followed step 1, you can recover your initial
configuration by typing :

sudo cp /etc/environment.bak /etc/environment
