Public bug reported:

CTRL ALT END should give the quit/shutdown screen option (the same as the 
option in menu, which allows you the option to suspend, restart, shutdown etc).
However, instead, it gives a fully blacked-out screen.  I have to press ESC to 
get out of it. So, instead I have to go to the start menu, and click the red 
button to shutdown my computer.

I'm sure that the option on ctrl alt end should be the same as the menu
option to shutdown.
