This hit me recently.

I tried doing https://askubuntu.com/a/1039685/985600 but when reinstalling snap 
it always fails at the same place...
Also, when now I try to reinstall snap it notifies me that the current kernel 
is not the expected, which is really strange because I have the newest kernel 
version for one and it expects the generic kernel, but I am running an FIPS 
system...

I uploaded the update output as attachment, but the relevant part is:

```
Installing new version of config file 
/etc/apparmor.d/usr.lib.snapd.snap-confine.real ...
Could not execute systemctl: at /usr/bin/deb-systemd-invoke line 142.
snapd.failure.service is a disabled or a static unit not running, not starting

```

When logging in it also gave me the:
`cannot check or enable FIPS mode: readlink /snap/snapd/current: no such file 
or directory`

Line 142 in the failing script is:

`system('systemctl', '--quiet', @instance_args, $action, @start_units)
== 0 or die("Could not execute systemctl: $!");`

So I assume the apparmor profile installation fails for some reason.

As of right now I am not in need of snaps, so I will keep the system up
for some time, but soon I will migrate to another OS, because bugs like
this can not be tolerated if my system is supposed to be relaiable... So
