I am facing the same issue on my 24.04 Ubuntu (on Thinkpad Lenovo
laptop) that I freshly installed yesterday. The flickering is terrible,
its pretty much impossible to work with the external monitor.
I already did the proposed changes:

I have updated the kernel parameter:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash i915.enable_dc=0
intel_idle.max_cstate=2"
Also ran "sudo update-grub" after that.

It immediately seemed to help to some extent, however the problem
persist.
