Hm. In https://bugs.launchpad.net/landscape/+bug/2052834/comments/20 Steve said that he was accepting this but adding block-proposed tags, but I don't see any block-proposed tags being added or removed in the activity log.
In https://bugs.launchpad.net/landscape/+bug/2052834/comments/25 it seems the changes needed to landscape-server have been merged upstream, but not yet released? So it's not clear to me if this is in a releasable state or not.
