Yes it seems this must have been an oversight from Steve not to add the
blocked-proposed tag.

Ideally the patch should be released when the changes in landscape
server are also out since this will guarantee no change in the current
behavior of the --with-network API command.

If the landscape-client patch is released now, this will cause the
--with-network parameter to print all the network data compared to only
the active connections.

The new landscape-server patch which is not out yet, will make sure that
--with-network only displays the active interfaces as it currently does
and a new parameter will allow all of the interfaces to be displayed.

TLDR: Releasing the patch now will cause a change of behavior in the API
while waiting for the landscape server release first will avoid this
abrupt change and handle things more elegantly.
