Public bug reported:

Requesting FFe for freeradius change in plucky. While this is currently
registered as a bug, the fix drops a bin. the change is from an
unrunnable command to no command, which  can be considered a feature
change.

in original source, freeradius == 3.2.7, radlast has been rendered an
optional, compile time target.[0] Future versions have removed radlast
entirely.[1] Debian decided to keep installing radlast, even though a)
wtmpdb does not have a serialized file read implementation equivalent to
last; b) they removed wtmpdb from the dependency; c) there is no last
implementation in Debian.

This means the current version of freeradius in Plucky ships a command
that is unusable, and removed in future versions. add a delta to stop
shipping radlast, and ensure this delta is removed in subsequent syncs
from Debian.
