Public bug reported:
If the desktop is focused manually or either via Ctrl+Alt+Tab, then it's
not possible to switch the focus back to the windows using the same
switcher.
This is an a11y requirements, since Ctrl+Alt+Tab should be used to
switch focus between shell components.
