Well, turns out simply marking cryptsetup-initramfs for removal isn't good enough, and forcing its removal breaks because it's on the deny removal list which can't be made universal. On the other hand, forcing the dracut install *does* remove cryptsetup-initramfs (despite it being on the deny removal list), and results in a correctly sized initrd, so that's the solution here.
