You're correct that flash-kernel (the package) is no longer installed on
the resolute images for Pi: its functionality (which had become the vast
majority of our delta with Debian) was split into the piboot-try package
(which still provides a flash-kernel binary, but eventually that'll just
become a stub for piboot-try itself).
I'll try and replicate this here. In the meantime, could you have a look
at journalctl, in particular for any output around the execution of the
"piboot-try-validate" service from your *prior* boot, or the "piboot-
try-reboot" service. There have been some other reports (which I haven't
managed to replicate yet) that the reboot to test the new boot assets is
being inhibited (which results in the validation service erroneously
marking the new assets bad).
