(19.03.2011) - got it colored now. I'd change the description to xrandr not able to change the video output mode.
iirc even if NTSC isn't valid for my region i should be able to switch to NTSC which i wasn't - and luckyly it was only a tweak in the TV to get the default PAL signal working.
