You have been subscribed to a public bug: I think this is a regression. Ubuntu 11.10 does not display the unity shell, although it shows desktop icons, the panel drop shadow, and will render shadows under windows and right-clicking the desktop. I have noticed this exact same issue using natty with the xorg-edgers ppa. The first time I noticed this was when I upgraded my laptop's ram from 1GB to 2GB. I had natty installed and used the xorg edgers ppa. When I reverted to the xorg updates ppa the problem was gone. I'm not sure what package this is. My laptop is a Gateway MT6458 with 2GB RAM and a ATI Mobility Radeon Xpress 1150, which is the 200m series I think. I will provide a screenshot, and am more than willing to publish logs if requested.
