Workaround for me:
Find an unused mapping:
$  xmodmap -pm
  Use the "modX" which has nothing applied to it, then try (assuming modX = 
mod3 from xmodmap -pm output):
$  xmodmap -e "add mod3 = Scroll_Lock"
