[ANS]: the libinput10 packages dependency is based on the build
environment's libevdev-dev version, therefore, I only have to designate
the libevdev build-dep. I attach the control file for the build of
libinput10_1.10.4-1ubuntu0.18.04.2_amd64.deb, which I extract it by "$
dpkg-deb -e libinput10_1.10.4-1ubuntu0.18.04.2_amd64.deb".

When install libinput10_1.10.4-1ubuntu0.18.04.2_amd.deb, it requires
libevdev2 (>= 1.5.8+dfsg-1ubuntu0.1).
