Public bug reported:

Binary package hint: xserver-xorg-video-ati

Upon starting up the system after a shutdown:
1. GUI starts perfectly.
2. Pressing CTRL+ALT+F1 allows access to a tty terminal, as expected.
3. Pressing CTRL+ALT+F7 returns to GUI.

After hibernating and resuming from a hibernate:
1. GUI resumes perfectly.
2. However, pressing CTRL+ALT+F1 leads to a severely distorted tty terminal
(completely unusable) with random colours flashing.
3. Pressing CTRL+ALT+F7 gets me back to a perfectly sane GUI.

This previously was a problem for me when using Ubuntu 9.04, but the
problem did not occur after installing fglrx drivers (in an abnormal way
since my card (Mobility Radeon X2300) is not supported and I had to use
Ubuntu 8.10's version of fglrx after downgrading the xserver).

There is better support for my card in Ubuntu 9.10 and I can play 3D
games using the open source ATI drivers, but the tty terminal remains a
problem (only after a resume from hibernation).

Apart from this,

When I shutdown after a normal startup, I receive a message saying
"received NMI for unknown reason..." and that I have a "hardware problem
on the pci bus", "dazed and confused but trying to continue".

When I shutdown after a resume from hibernation, I only get a distorted
screen after the GUI exits, without any messages. The system powers off
shortly.

I had this problem in Ubuntu 9.04 but overcame it by using the fglrx
drivers.
