It has come to the notice of Uganda Peoples Congress Washington DC Bureau that some members of The United States Congress, in a rather surprise move to many Ugandans; especially those in the opposition to the NRM Military dictatorship, intend to bestow honors upon Uganda Dictator Yoweri Museveni apparently for the NRM policy to fight AIDS in Uganda.
The People of Uganda, for which we now speak, are very much opposed to this move by this few members of The US Congress for the following reasons:
As per the recently released report, compiled by major NGO most of whom are affiliated with
The United Nations and endorse by Musevenis own Ministry of Health, close to 1,000 Ugandans living in NRM created camps die every single week in Northern Uganda as a result of diseases like AIDS/ Malaria.
The figures for people dying in the IDP camps from AIDS, for instance, in Eastern Uganda are currently unavailable. We believe that if appropriate research were to be conducted in the camps of Eastern Uganda, the researchers would conclude that a similar number of Ugandans as those in Northern Uganda Camps , are also dying there too.
How then can some Members of the United States Congress in clear conscious, and in absolute total disregard to the wellbeing of the people of Northern and Eastern Uganda, still have the audacity to honor dictator Yoweri Museveni for his so called " fight to reduce AIDS infections in Uganda"? Does the term "Uganda" only apply to the people in Southern or Western Part of the Country
Secondly, Any kind of award to Yoweri Musevenis NRM military dictatorship, at this point, sends a wrong message and is seen by majority of our people as Attempts by some Members of the United States Congress to undermine Democratic forces opposed to NRM military dictatorship.
This is so in view of the fact that the people of Uganda are going through a political transitional period at this time. One would think that some Members of the United States Congress would try their level best to appear neutral during this political transitional period in Uganda. But then this, we are concerned, is not the case.
Uganda People Congress Washington DC Bureau in Collaboration with our Sister Bureaus distributed a document dated February 24,1998 ENTITLED: THE SITUATION IN UGANDA; a memorandum to US Government and Western Democracies. We made sure that this document was distributed to close to 400 members of United States Congress and foreign Embassies. A copy of this Document is in the US Library of Congress for those who care to read. Many members of US Congress must have read and analyzed the content of the said document. Many more may have dismissed the said document.
The People of Uganda , therefore are fully cognizant of the fact that , in spite of NRM propaganda Members of the United States Congress are very much aware of the situation in Uganda under Yoweri Musevenis NRM military dictatorship. After all they have the document.
We, therefore, are of the assumption that any US action in support of NRM Military dictatorship, including bestowing honors and accolades upon Dictator Yoweri Museveni is deliberately taken while fully aware of Yoweri Musevenis true colors.
