           Stay The  Peace Process On Course



1.      The Uganda Peoples Congress applauds the people of northern and eastern 
part of Uganda who have born the brunt of war, lost their identity and all 
their values for being 100% for peace as evidenced during the peace 
consultations. In the same spirit, UPC applauds the rest of the country for 
welcoming and participating in the peace consultations for both the government 
and the LRA. 



2.      This consultation was majorly focused on addressing the sticky issue of 
International Criminal Court and Transitional Justice System. The people of 
Uganda have expressed their views on the two justice system and clearly the ICC 
has become a big stumbling block towards the realisation of the peace process. 
The majority of Ugandans are desperately in search of a lasting peace. 



3.      Uganda Peoples Congress notes with great concern the government act of 
always giving conditions when progress is being made in the direction for peace 
and other members of international community who have also joined the 
government of the Republic of Uganda in issuing ultimatum to the LRA. The 
government and the international agencies are clearly not acting from the 
position of the victims of the war and some of these countries have not 
assented or ratified the ICC statute. UPC warns that, Pre conditions are 
counter productive to a positive out come of the peace process. 



4.      The Uganda Peoples Congress regrets that, the LRA has been dogged in 
its consultation with the issue of efficient funding. Unlike the government 
consultation where funds were readily available, the LRA peace team seems to 
have suffered. This act does not only tarnish the name and the image of the LRA 
peace delegation but also lowers their spirit and moral in quest for peace. 



5.      Uganda Peoples Congress also notes that many of the pertinent issues 
which it has been raising in different fora has been re- echoed in the process 
of the consultation. Issues such as land which has been raised by Buganda 
Kingdom , political parties and other stake holders have to be looked into 
seriously, others are equitable distribution of national resources, 
Presidential Term Limits, federalism and the need for a national conference to 
address all those issues. 



6.      Uganda Peoples Congress urges the government of the Republic of Uganda 
, our partners in the East African Community and the wider international 
community to amicably find a lasting solution to the LRA conflict and bring 
peace to the people of northern Uganda and the rest of our motherland.   UPC 
cautions that political pressure, threats or any obstructionist method employed 
by either party will not yield peace.
