To me it seems that cryptsetup has two startup scripts (in /etc/init.d): cryptdisks-early cryptdisks
AFAIK both read /etc/crypttab and cryptdisks-early reads the 1st line (probably what's needed to boot) and cryptdisks reads the remaining lines.
