In Lucid, it seems to remember the circular_scrolling on/off setting,
but the circular_scrolling_trigger value is not getting written to
gconf, so is lost between reboots.

I also confirm the reporter's secondary bug ("Also, when I first start
gpointing-device-settings, my SynPS/2 Synaptics Touchpad is set to off
(even though it works). I can choose "Touchpad on" from the drop-down
menu although this doesn't seem to be necessary.") which ought to get
its own bug number.
