This is now ringing a bell with me. I ran into very similar behavior with simple Perl calls spinning when building images on EC2 instances. It was back in 2007 so I'm having a hard time remembering what the problem or solution were, but the answer may be somewhere in this code (which now builds images ok on EC2): http://code.google.com/p/ec2ubuntu/
I think it was some odd bug between Perl and the EC2 kernel/environment. I'm pretty sure the problem showed up in debootstrap or code run by debootstrap. I still see the commented out debug line in the above script right before running debootstrap.
