Debian has a build-dep on scrollkeeper instead of rarian-compat. rarian-
compat in Ubuntu provides scrollkeeper as a virtual package, so they are
effectively the same at build time.

I checked the versioning on gnome-doc-utils and intltool: both specify
minimum versions lower than those in the archives for any Ubuntu
release, so even on an older system this should be okay.

So yes, I believe these changes can be safely dropped. :)
