By "it", he means JMX, and this page seems to have what you are looking for:
http://activemq.apache.org/jmx.html

That page states that jmx is enabled by default, I know I go through some hoops 
to make sure it's disabled on our installs.

Unfortunately I don't know what you mean by "enable it".  Is "it" (JMX?) 
enabled in the sample activemq.xml, and if so what can I look at to know what 
to do?
