apache encodes the URL already

it converts the url into

http://www.domain.com/%FEi%F0%FEi%FEi%FEi.html

and returns 404 resp,

The requested URL /þiðþiþiþi.html was not found on this server.

however þiðþiþiþi.html is on the server

thats the problem

I don't know what IIS does, but I do know that non-ASCII characters
must be encoded according to the HTTP and URI specification. See RFC
2396 section 2.
