I have/had the same problem. You may edit the file
..../netbeans/etc/netbeans.conf and set the jdkhome directory. E.g.

#netbeans_jdkhome="/path/to/jdk"
netbeans_jdkhome="C:\OpenSourceTools\jdk-12"
