From the same article: "Continuous persecution in the 1930s resulted in its near-extinction as a public institution" (it = the Russian Orthodox Church) Also, in the same article, check this section: http://en.wikipedia.org/wiki/Joseph_Stalin#Religion Which includes the above quote and points out how "sects were outlawed and persecuted."
