That's still breaking backwards compatibility. People should expect X-Relay-Countries to be empty, even when there is MSA used. It doesn't really cost anything to create a new header for this. Those who want to use it for MSA/MUA identification, can do so with the new header. PS. Check out the bug, I'm still contemplating a few things...
