The problem in the bug report there was with the libtcnative1 package from Ubuntu, though the solution will work for a self-built tcnative package as well. I'd advise against putting libtcnative*.so into /usr/lib when it's just as easy to set the system property java.library.path to point to a custom location when you launch Tomcat.
