Change tcpserver startup line to be
/usr/local/bin/tcpserver -H -R -lyingkou.gov.cn 0 110
/var/qmail/bin/qmail-popup \
> yingkou.gov.cn /var/vpopmail/bin/vchkpw /var/qmail/bin/qmail-pop3d
