PC sources lacks if_sniff.c

Hi vimmers!

The source archive

ftp://ftp.vim.org/pub/vim/pc/vim70src.zip

contains the file if_sniff.h but not the corresponding source file
if_sniff.c. Has this a specific reason or has if_sniff.c simply been
forgotten?
