This is definitely true, but you also have to take into account whether a collector actually wants/cares about it working. This may sound odd but I have a couple friends who collect vintage game consoles and such just to have them in a display. They don't care about hooking it up and using it, they just want to have it on display. As long as it's in mint condition physically, it's good.

Sort of the same deal with the 3000 original mile vintage cars that look beautiful but barely run because they've not been maintained.
