I think the rotor does sometimes move from what you had selected, if what you 
selected is not available in the app that is now open. For instance, if you are 
in some sort of document that is not HTML, and thus does not have headings, the 
rotor would move off of headings to something else. Or if you had it on 
actions, as when in an email list and deleting things as you go, then you move 
into the text of the message, it's not going to be on actions anymore, since 
that doesn't apply and texts, where there are no actions. I don't believe this 
is new. Certainly not new with any recent update.
