I guess my first question would be:

have you tried it yet?
[attempt 1 - no outgoing firewall]
1.  have her connect the home pc to the internet (with firewall disabled)
2.  have her got to an ip reflector  (dslreports has one im sure there
are many others)
3.  have her give you the ip and try to connect using your vnc client.

[attempt 2 - outgoing firewall port restriction only]
If this dosen't work....change the server at home to accept
connections on port 80 instead of 5900.
repeat as above but in the viewer type xxx.xxx.xxx.xxx:80

[attempt 3 - outgoing firewall port restriction some content filtering***]
If this dosen't work....change the server at home to accept
connections on port 443 instead of 5900(80 in the previous).

***this seems to work around a lot of firewalls as they see 443 and
allow it as binary(wierd)
repeat as above but in the viewer type xxx.xxx.xxx.xxx:443


If that doesn;t work then you really do need to allow some sort of tunnelling.

if you really need tunnelling i may be able to help you but on ME I
don't know if i can.....2000 would work ok.
