Hi, when it comes to timezones, I'll leave the final decision to the local organization - but personally I'd go for 0:00 UTC (1:00 GMT?) as that was the last contest to officially close. But if a local team only considered less (i.e. 0:00 CEST), then I'm OK with that in that country.
For Russia, I removed ~60/70, for Sweden only 2.
