While this may just be a UI initialization issue, it is an operational and visual distraction, so the spinner should probably be set to match the saved submode.  Support for operator situational awareness should have the two indicators match.

Thanks for pointing out this anomaly. It will be corrected in the next release.

Evidently you are operating with "Enable VHF/UHF/Microwave features" unchecked. As a general policy, WSJT-X recommends using submodes (such as JT65B, ISCAT B, etc.) only on VHF bands and higher. Unless you have some specific reason I don't know about, you should check that box when using ISCAT.

And then, you would never have noticed the anomaly you reported -- hi.
