It looks like Wx is to be in the Intrepid release of Ubuntu:
http://packages.ubuntu.com/intrepid/libwx-perl

As far as building the Debian package for Ubuntu, you can just get the
source package (from Debian Sid or Ubuntu Intrepid) and then use
dpkg-buildpackage or pbuilder to build it for Hardy.
