This is due to the horizontal scan area being slightly smaller or larger than your monitor is expecting; you're seeing a Moire interference pattern between the input and the screen's native [fixed] pixels. Make sure you're driving the monitor at the correct resolution, and that the monitor has gone through its analog 'auto adjustment' routine where it senses the horizontal scan width. Many analog LCD screens also have fine adjustment for horizontal scan width and sampling offset. Of course, using DVI should Simply Eliminate The Problem.
