crazy things happening

There is something really broken.

Here I created an empty panel on the right side (something that worked well on
Plasma 5). (I want to have it as an extra toolbar that autohides).

This is a default empty panel, with no elements, all I did is move it to the
right.

I dont have an external monitor attached and the main panel is default (but
nonfloating).

What happens:
1. There is no way to move widgets from one panel to another, well, that is
probably fine
2. So I move them to the desktop instead, enter desktop edit mode and try to
drop them on the empty panel (I need to do that as otherwise the widgets lose
specific configurations, like the notes lose their content)
3. The widgets are probably not part of the panel, but scaled too large and
displayed on the wrong side.
