We already have a technical solution to developing for $release+n (n≥2): the
DELAYED queue. We just need it to be expanded a little bit and for future
releases to have their date pinned long in advance; we can then just upload new
versions of packages to (say) DELAYED-700!

(This is a joke and my penance will be to fix an RC bug.)
