So in this case, a file named `/etc/dconf/db/local.d/download-updates-false`
containing:

[org/gnome/software]
download-updates=false

and then `dconf update`?

Hmmm, wait -- need to create a profile file first, I guess — the
default is just "user's personal database is consulted and there are no
system settings"...
