Then new DNF config option ~sync_metadata_unmetred_conn_only, set to True by default could be a solution. I am just skeptical about DNF depending on NetworkManager. In the long term we would like to share cache between PackageKit and DNF + download just metadata changes [1] which is the root cause and should reduce data transfer in general.
