This is possible using standard efi boot with the cooperation of the bios. Just use two efi partitions, and prioritize the default one in the bios boot menu. Not as sophisticated as what you do, but I am usually not running updates on the rescue system. I install the latest fedora rawhide once a year, usually, so the rescue system is out of support.
