It does contain everything, or there is a bug somewhere. And it is
useful precisely because it contains everything: it stays.

I agree that it's useful to have one file which contains _all_ documentation. Searching in one file is easier than searching at multiple places. But the content of general.html is missing in ffmpeg-all.html (and also in ffplay-all.html and ffprobe-all.html).
