I think 'portmaster -n' is probably your best bet for this. Ports certainly does take account of what has already been installed either from ports or packages -- remember that a package is basically an installed port: once the bits have hit the disk platter it doesn't matter whether they came from a local compilation or were downloaded as a package tarball.
