The explicit language filter may be quite widespread, it is one of the edit 
filters in English and a fairly obvious filter for any language that has 
encountered vandalism. Depending on how the filter has been set up it will of 
course apply to different words in each language. But if you are doing outreach 
and people may be writing in one of those areas where "rude words" are needed, 
you might want to warn them that until they have done ten edits and had an 
account for four days the Wikipedia computers will assume that if they use a 
rude word they are a vandal. Usually they are right, so this filter isn't going 
to be removed.
