Dear He Sun, It is very useful for PPMC and dev to check of the vote thread[1], rather than simply +1 (for incaubating project).
There may be the following reasons: 1. there may be many processes not match the apache release (e.g. license and notice file). 2. more than 1 release manager if needed to graduate from apache incubator.
