AFAIK the smartcard contains only your secret keys not the public keys. That's what the URL entry on the smartcard is for. If you set the URL to a location where your public key is stored, you can import your public key on other systems using "gpg2 --card-edit" -> "fetch" If you don't set an URL on the smartcard, gpg will search your default keyservers instead.
