I think that when it's time to railroad, people are gonna railroad, aka the genie doesn't go back in the bottle. All the calls for a "moratorium" are silly: there's no way to enforce one, so it's just a waste of time. Spend the effort looking for ways to mitigate/avoid the risks, don't pretend that we can wish them away.
