THE FEDERAL Trade Commission (FTC) has decided that people who have
unwittingly had their computers turned into spam zombies should have their
machines switched off from Internet access. 

According to Reuters, the FTC has told more than 3000 ISPs to switch off any
customers who have had their machines hijacked by spammers. Its argument is
that this will stop more than 50-60 percent of spam which is currently being
delivered by zombie networks. 

The FTC says that ISPs should identify computers on their networks that are
sending out large amounts of e-mail and quarantine them if they are found to
be zombies. It has also called for a ban on users who run their own e-mail
servers. 

Apparently cops in 25 other countries, from Bulgaria to Peru, are also
participating in the campaign. China isn't, probably because it considers it
needlessly autocratic. 

Most ISPs have a quiet word with people who start sending out lots of email.
Those who do operate shut down policies tend to find that their customers
get a bit miffed
